Henan: Per Capita ¥30000 Housing Construction Subsidy to Support Poor Population

People grow and develop on the water and soil they live. What about those who are unable to support themselves in their native place? The only way is relocation. As the primary "relocating the poor" project of Henan aiming to support the poor, new policies are enacted.
Yesterday, Several Opinions on Accelerating Relocation of the Poor (The Opinions) was issued by the People's Government of Henan Province, which specified four key regions of relocation and qualification of individual farmers, and per capita ¥30000 housing construction subsidy to poor population on filing cards.
Objects: Population in Four Regions is Key to Relocating the Poor Project
Which regions and groups in Henan are eligible for relocating the poor project? It's pointed out in the Opinions that, the objects of relocating the poor project should meet the requirements on emigrating region and individual farmer.
Eligible emigrating region: Remote mountains and desolated region, geological disaster stricken region, ecological preserve (fragile) region and inundated flood land region that are poor in living environment and unviable to basic development condition.
Eligible individual farmer: Poor population with poor housing condition, willing to participate in relocating the poor project on rural filing cards; poor population in possession of scant productive resources, impossible to relieve from poverty by engaging in labor production on rural filing cards; poor population living in recurrent region and potentially risky regions of geological disasters, and willing to relocate to get rid of geological risks and relieve from poverty on rural filing cards.
It's proposed in the Opinions that, confirmation of relocating objects should go through application of poverty-stricken family, review of villagers' representatives meeting, study of village committee, village notice, audit and notice of village and town, approval by county-level poverty relief and development leading group etc., for the sake of precise identification and confirmation. Synchronous relocation and relocation of whole village are encouraged. In principle, for natural village "where the villagers are unable to support their life", less than 20 residing farmer households and poverty incidence higher than 50%, relocation of whole village is required.
Per Capita Housing Construction Area of the Relocating Objects not to Cross 25㎡Red Line
For the qualifiers subject to relocation arrangement, per capita ¥30000 housing construction subsidy will be allocated from provincial poverty alleviation fund. The subsidy criterion may be adjusted as appropriate, depending upon actual construction and installation cost in provincial cities, counties (Cities/districts). In selecting relocation sites, combined relatively concentrated and disperse resettlement will be adopted with full respect to public opinion.
As for construction standards for relocation housing, the Opinions draws 25㎡ red line for per capita housing construction area. In the implementation of this policy, construction area should not be enlarged secretly, nor construction standards be heightened on an unrealistic manner, to prevent poor rural households from getting into debt and unable to get rid of poverty.
For other farmers who need to be relocated together with poverty-stricken families on poor filing cards, the Opinions suggests that adoption of different housing construction area, control standard of construction area can be determined in various provincial cities, counties (cities/districts), by taking into consideration living habit of local residents, and in light of local financial resources and the farmers' self-financing ability, but strict measures be taken to prevent aimless enlargement of residential housing area.
